On June 3, 2017, the CBP approved the Global Entry Program for Indians. This is a big deal for someone who is a frequent traveler. Indian Citizens on F1 or H1B visa are eligible for the Global Entry Program.

What is the Global Entry Program?

Global Entry is a U.S. Customs and Border Protection (CBP) program that allows expedited clearance through kiosks for pre-approved travelers upon arrival in the United States at select airports. The membership is valid for 5 years and can be renewed. Global entry is not the same as Automated Passport Control. Only US citizens, Canadian visitors and B1 & B2 visa holders can use Automated Passport Control kiosks which does not have any fee associated with it.

How does it work?

At participating airports, once you get off the plane you proceed to Global Entry kiosks instead of the immigration line, scan your passport or U.S. permanent resident card, place your fingerprints on the scanner for fingerprint verification and complete a customs declaration digitally. The kiosk will issue a I-94 and a transaction receipt with your photo that you take to the CBP officer and proceed directly to the baggage claim area or the exit. Every member of the traveling party needs to have their own Global Entry membership in order to use the Global Entry kiosks.

Benefits of Global Entry Program. Is Global Entry worth it for Indian citizens?

  1. Avoid long lines: The main benefit is avoiding the long immigration lines and CBP questioning. With Global Entry, all you have to do is present the printed receipt from the kiosk and your passport to the CBP officer and proceed directly to the baggage claim area.
  2. TSAPre: Global Entry includes the TSAPre benefit. That means you won’t have to take off your shoes in the security line and enjoy expedited security nationwide.
  3. Paperless(kinda): You don’t need to fill out the paper customs declaration form on the flight. You will do that at the kiosk directly.
  4. Reduce missed connections: GEP is helpful if your first port of entry to the US is a connecting airport to your final destination. You do not run the risk of missing out on your connecting flight due to long immigration lines.

How much is the fee?

For Indians holding a green card: $100
For Indians holding a US visa: $100 + $44 (VFS service fees + ICWF + consular fees)

*The $100 is non-refundable. If your application is rejected, you won’t get this money back. As mentioned below, it’s best to use a credit card that offers a benefit or reimbursement.

How long does it take to get the Global Entry card for Indians?

For Indians holding a green card, it can take a couple of weeks or a month, depending on interview availability.
For Indians holding a US visa, it can take anywhere from 9 months or more than a year depending on how fast the background verification process in India moves. The COVID pandemic has caused further delays in this process.

What is the process to enroll in Global Entry Program (GEP)?

Application process for Indian nationals with a US visa differs from the application process for Indian nationals holding a green card. The main difference is the requirement of background verification for visa holders which has to be processed by Indian authorities in India. This is similar to the background verification process by local police when applying for an Indian passport.

Step 1 (Optional) – Get a credit card that covers the cost of the Global Entry application fee

Many credit cards reimburse you for the fee of the Global Entry application. Some of the popular ones are –

  • American Express Platinum
  • Chase Sapphire Reserve
  • Capital One Venture Card
  • Chase IHG Rewards Club Premier Credit card
  • Bank of America Premium Rewards credit card
    If you do not plan on using the $100 credit, you can offer this benefit to your friends and family. All they have to do is use your credit card with the benefit for the fee payment.

Step 2 – Complete an online Global Entry Program (GEP) application on CBP’s Trusted Travel Program website

  • Fill out an application at https://ttp.cbp.dhs.gov/
  • The application requires you to include details such as passport, visa, permanent residence card, addresses, employment history, countries visited with all details.
  • Pay the fee of $100 with your credit card.

Steps 3-6 are only applicable for Indians holding a US visa. For Indians holding a green card, skip to Step 7

 

Step 3 (US visa holders only) – Fill out Global Entry program background check application on Passport Seva Portal

Once you submit the Global Entry Program (GEP) application on the CBP website, you will get an application ID (GES/GOES ID). Use this ID to apply for a background verification for GEP on the Passport Seva Portal .If you do not plan to be physically in India during the process, use your family’s address in India in the application for police verification. After submitting the GEP background verification application, note the Application Reference Number (ARN).

*If you plan to visit India, you can book an appointment ahead of time to visit a Passport Seva Kendra office and get police verification completed while in India. Keep in mind that you need to visit the PSK within 90 days of application. In this case, you do not need to file any other application with VFS as listed below.

Step 4 (US visa holders only) – Create an account on VFS global and submit a Global Entry Program application online using the ARN

VFS global services is the outsourced service provider for Indian passport, visa, and travel partner programs. Visit the VFS Global Entry Program application page and create a profile.  Create a new application under the category “GEP”. Make sure you select the correct VFS application center based on your jurisdiction. Include the ARN from Passport Seva Portal and fill in all details in the application. Print and sign.

Step 5 (US visa holders only) – Print all documents and mail physical application to VFS application center

Once you complete the application on the VFS website, print all supporting documents, including your VFS GEP application, Passport Seva application, CBP application reference, and include two photographs. Here is a checklist of documents required for the Global Entry program for Indian citizens provided by VFS. You can use the shipment services provided by VFS to avoid any headaches or hassle.

Step 6 (US visa holders only) – Wait for police verification and approval from Ministry of Finance, India

After mailing your documents to VFS, all you can do is play the waiting game. The police will visit your home address in India to complete their verification. After that, the Indian authorities, namely Ministry of Finance complete the verification in their internal systems. This is the most painful part of the process. Travelers have experienced a wait time anywhere from six months to more than a year. Track your application status on the Passport Seva Portal and CBP website regularly. Once verification is completed by the Indian authorities, the status on CBP will show conditional approval.

Step 7– After the conditional approval on CBP site, schedule an interview at a Global Entry office to complete the final stage of your application

After background verification, your application will be conditionally approved. You will then need to schedule an interview and visit a global entry office located at the listed airports.
(Note: For permanent residents, the status may change to conditionally approved usually within a short time-frame of around two days to two weeks since the background verification is done by CBP)

Tip 1: A lot of offices have a waiting period of 3+ months. Some offices entertain walk-ins. You can also do your interview in the dedicated global entry immigration live when you arrive at a port of entry next time during your international travel.

Tip 2: If you are based near San Francisco, you can follow GOESbot on twitter handle to get open slots for interviews as they become available. You can replicate the GitHub code for other locations.

Carry all your original documents with you for the global entry interview:

  • Passport
  • Work authorization (for US visa holders)
  • Permanent resident card (for green card holders)
  • Drivers license
  • Address proof
  • Letter of conditional approval

Provide fingerprints and get your photo taken. The officer will confirm your approval and your application status will change to approved within an hour. The application approval shows your PASS ID. This is your global entry number. You will get the physical card in mail within 7-10 business days. You do not need the physical card with you if you arrive in the US via air travel. You only need it if you are crossing the border by land.

If your visa stamp/sticker or permanent card expires after the GEP approval and you have updated documents from the USCIS, a CBP officer at the Global Entry immigration line can  update the visa or permanent resident card information in their GEP system next time you enter the United States.

 

Tip 3: Use the Known Traveler Number when booking flights online to avail the benefit of TSA Pre on your travels.

    1) Can I complete background verification in India without being present there ? i.e while in US, complete the background check in India, Is it possible ?
    2) How long they issue the Global entry permit ? Based on I-797 validity or fixed-term etc ?

      1) The new process allows you to complete the background check without being physically present in India, while residing in the US.The Indian officials will visit your address in India for verification. You can submit your driver’s license, Aadhar card or PAN card during the application process to keep it moving smoothly.
      2) The Global Entry permit is issued for 5 years and needs to be renewed after that. If any of your official entry documents expire within that time-frame after application approval, you can update it via the online CBP account(depending on the document) or visit a Global Entry office or present it to the CBP officer in the Global Entry immigration line during your next arrival at the airport.

        Thanks for the response. I submitted application in CBP systems today. Using the Application ID, I tried registering in the PSK portal but I get an error that it is not able to find my application and suggested to wait for the 1-2 days after submitting to CBP and reflect the appID in PSK portal.

        Do you know after how many days of applying in CBP I should try in PSK portal ?

    1. As mentioned by other user, during filling out the Passport Seva application form for GES, do we get an option to select whether to complete background check without us being in India or scheduling appointment for PSK center in India? This is because I am going to India in May-2022 and was wondering which option to chose regarding background check – attend PSK location in India or do it while being in the USA.
    2. This is continuation of point # 1 – which process is relatively faster? Doing BG check by visiting the PSK center in India or doing BG check while being in USA? I will be going to India in May-2022.

      Hey Sankalp,
      You have to fill out the initial application via “Apply for Background Verification for GEP” on Passport Seva website in both cases. You then have the choice to file your application via VFS in the USA or schedule a PSK appointment in India. The police verification will happen in India no matter which path you take. Think of the PSK in-person appointment as an equivalent to the VFS application mail submission.
      The long wait is after the police verification and is independent of which option you choose. Since your trip is still a few months away, I suggest you get started with the process sooner than later while being in the US, via the VFS choice.

      Congrats on the approval! You can apply for the renewal one year before expiration. You can also continue using your membership benefits up to six months while your renewal is in process.
      If you apply within the renewal time frame, you shouldn’t have to go through the background verification again. You might be asked to attend an in-person interview at a GEP office (the step after conditional approval) but this varies case by case. Some folks get the renewal approved without an interview. YMMV.
      If you don’t apply before your GEP expiration date, you will have to file a new application and go through the entire process again.

    One quick question, I have H1-B approved, planning to go to India for stamping in May 2022, and also planning to apply for Global Entry. So, what should I provide in “Proof You May Enter the United States”. I have added my passport and F1 visa number (there are only two options – passport and visa) but will likely be updated to H1B once the H1B is stamped. What should I do? Thank you very much!

      Hey Gopal, you have two options –
      1- Attach the passport & F1 visa details when submitting the Global Entry application, get the H-1B stamp in India, and request the CBP officer at Global Entry immigration line at the port of entry to update the visa details on the application. They may or may not be able to do that. If that doesn’t work, you can wait for the background process to complete, and get the information updated during the interview after conditional approval.
      2- The other option is to get the H1-B stamp, and then submit the Global Entry application.

    My case is similar to Gopal. I’ve a valid I797 for a new employer that I’m going to India to get my H1B stamped in 2 weeks. While submitting my GEP, can I enter my I797 information? Is it quicker to have my background check done in India or in US via VFS? I don’t have any valid stamped visas. My previous H1B and F1 are expired. Please guide me.

      There are no clear data points suggesting one process is faster than the other. Go for the one that is less hassle to you personally.
      You cannot enter I797 information while submitting the GEP application since it’s not a valid re-entry document in itself. To keep it simple, I suggest getting the H1-B stamp, and then applying for GEP and background check via VFS once you’re back in the US. This way the system has the most updated info for processing, and doesn’t cause unintended delays with information mismatch.

      That shouldn’t be a problem. Once you are conditionally approved, take the new address proof to the scheduled interview and inform the officer.

      The physical global entry card will arrive in the mail post interview approval. You do not need the physical card with you to enter the US via air. The card is only required if you are crossing the US border by land or sea.

        Thanks for the informative blog. I got my Global entry in 2020 (aplied in 2018) when the program was still new I think . I dont remember getting a card. I remember the officer doing my interview mentioned that since i am on a non immigrant visa they wont issue a card, but the passport has all the global entry information instead. I have not used the global entry benefits so far.

    Is this within 90 days of the Global Entry application? I prefer to just setup an appointment and go to the PSK office when in the office which will be in like 180 days from today. Already applied for the GEP, so not sure what the 90 days refer to.

      That’s a general requirement from the PSK. 90 days from ‘background verification for GEP’ application submission on PSK website.

      The conditional approval happens after PSK complete their background verification in India. Then you’ll have to do an interview with a CBP officer in the US to get your GEP card.

      For green card holders, the process is easier.
      Submit GEP application on CBP website. Since you already have a green card, US authorities automatically verify your information against their systems and your status will change to conditionally approved after a few days. Then schedule an interview with CBP officer and get your final approval.
      No need for PSK verification in your case.

      It’s recommended to get the visa stamped prior to applying for GEP. The i797 is not a re-entry document in itself.

    Hi, I applied for GEP application almost a year ago, when I had a valid visa stamp. I got conditional approval and my interview is at SF Global Entry Enrollment center in a couple of days. I have a valid I-797 but my visa stamp on the passport expired few months ago. Is it recommended to attend the interview now? Will it have any implications on my stay since I will be dealing with CPB(GEP officers) without a valid visa stamp (I have a valid I-797)? Kind of urgent since my interview is this week.

      That should not be a problem. The CBP officer will check your expired visa stamp & valid I-797 (which establishes your legal eligibility to remain in the US), and may add a note to the account to update those details later when you re-enter with the renewed visa. Worst case they might ask you to reschedule your GEP interview until you get the renewed visa stamp. It is difficult to get a GEP interview appointment these days so do not pass on the opportunity. Keep us posted on how it goes so it helps others who are in the same situation. Good luck!

      Check if there are PSK appointments available during your visit, and you have enough time to undergo the police verification in person. Some might be open to completing the verification while not being physically present, but I wouldn’t risk it. There aren’t enough data points to suggest that.
      While in India, you can be proactive, and follow up with the nearest police station to schedule the verification as soon as your PSK appointment is done.

    My police verification was sent to the wrong station, who sent it back (instead of diverting in to the correct station that was 5 min away). My family had reached out several times and they kept saying “oh we’ll get to it, we are supporting a political rally right now”. Finally, when we contacted them a week later, they told us they had “sent it back” and we should resubmit the police verification with the correct station. However since its tied to the Global Entry Application I’m hesitant to do that. We aren’t able to contact any consulate, VFS is of not help and the passport office says contact border control (CBP doesn’t understand the Indian system). Any ideas? Its been over 6mos since the police station sent it back and its stuck in progress on the passport seva site. Anyone been through something similar? Any ideas

      That’s a tricky one. Any update on your situation? I guess the best approach would be to call PSK regarding your case, and ask them to send it to the correct police station or resubmit the police verification.

      I had an interview with the CBP officer on Dec’22, and it was approved by the officer but after the interview I came to know that the Visa Holders like me F1 are not eligible for the global card so officer said it is only for the PR or citizen and I got only the TSA Pre check, So if you guys are on Student visa then don’y waste your time but I don’t know about H1B’s.

        Non-Citizen/Non-PR holders don’t get Global Entry card but Global Entry membership is still valid. Global Entry card is not required for international arrivals by air.

    I have double checked my application details and they seems to match. I have not got any confirmation email from CBP or Passport seva application.

      The application details are usually reflected within a short amount of time. If it’s been several days, you should email CBP about the issue.

        You just don’t get the physical card. Physical card is not required for Global Entry by air so you’re good. it’s only required for land travel from Canada, maybe Mexico too. You have all the benefits you signed up for. Don’t worry.

      You will probably need a valid visa when go for your GEP interview as they need to record your visa and passport number. So they may ask you to re-schedule the interview or use enrollment on arrival when you comeback to the US with a new visa sticker.

      Each time there is a change to one of your travel documents (Passport or visa) the same must be updated with the trusted traveler program (Global Entry). I am not sure if you can update this info in the TTP website or you need to book an appointment with CBP to get this updated. Please check the TTP website.

So that I can book appointment in India or “Online form Submission Abroad (If the applicant is NOT presently living in India)” and there will get an option to schedule appointment India as I am travelling?     Quick question- I sent my application to VFS Center(San Francisco) but was rejected due to a mistake on application. Now I know I need to fill in a new GEP application and pay required VFS fees and send it to the consulate. However my concern is do I also need to redo my Trusted Traveller Program application with DHS and pay the $100 fees again? Or can I use the same GOES ID generated earlier and redo only the second part of process of sending the documents to VFS Center ?

      Depends on the mistake and reason for VFS rejection. If your original Global Entry application does not have a mistake, then you do not need to submit another GEP applciation & pay a redundant fee. You would only need to resubmit your VFS docs

    I am trying to fill out the background verification for GEP on the Passport Seva Portal and it asks for PAN card number. However I don’t have one and it is a mandatory field to fill out. In your blog you mentioned that one can fill this out with Aadhar card but it isn’t allowing me to do so. Any suggestions?

      Can you please share a photo link of the page requesting PAN card? The requirements might have changed recently.

    Do we need to submit original documents to VFS or only the photocopies of the passport, the Driving License (US Address Proof)? Do we need to submit the Indian Address Proof as well? The VFS document checklist doesn’t mention the same. It only talks about the US Documents. Also, can we attend the Enrollment on Arrival interview only after the Indian side of the verification is complete, or can we do that independently?

      You do not need to submit original documents to VFS. The address proof is needed for the US address. Only when you receive the conditional approval, you can do the enrollment on arrival interview without having to book an appointment for the interview.

    Initial enrollment for Global Entry: 01/24/2023
    VFS application processed: 01/30/2023
    Police verification in India complete: 02/07/2023 at Bangalore – this was pretty fast! Police mention they have already sent my details out

    CBP still shows waiting for conditional approval as of July 2nd, 2023. I know this is subjective but can anyone share how long this process could take?
